When to merge PDFs
Contracts plus exhibits and ID scans, one-page scanner outputs that need a booklet, or quarterly chapters that must ship as a single attachment—all need one PDF from many files.
ComTools PDF Merge mixes PDFs, images, and Word: preview the first page, reorder, rotate, set page ranges, insert blanks, then download. No Acrobat install, no account.

| Type | Formats |
|---|---|

Open the tool: PDF Merge. Batch upload limit is about 100MB; compress large scans first with PDF Compress.
Steps
- Open PDF Merge.
- Drop or select multiple files (use Add more anytime).
- Check first-page thumbnails; drag or use ↑↓ to reorder, or sort by name.
- Optional: ↻ rotate, enter a page range (e.g.
1-3,5), or insert blank pages. - Set the download name (default
merged.pdf) and click Merge. - Download starts when done; you can download again from the button.

Notes
- Files are uploaded temporarily for processing and not retained afterward; skip highly sensitive docs or use offline software.
- Encrypted PDFs must be unlocked before merge.
- Image-only scans stay image-only after merge; use OCR if you need searchable text.
- Invalid page ranges fail the merge—fix the range against the page count.
FAQ
Q: How many files can I merge?
A: Limited mainly by ~100MB total upload size, not a fixed count. Many small files are fine; large scans should be compressed or batched.
Q: Do images and Word become PDF pages?
A: Yes. Images are typically one page each; Word/text convert to PDF then append in order.
Q: How is this different from Images to PDF?
A: Use Images to PDF for photos only. Use merge when you already have PDFs and need exhibits, ranges, or blanks.
Q: Wrong order after download?
A: Reorder before merging; if already downloaded, upload again and merge once more.
Q: Can I still copy text?
A: Selectable text in the source PDF usually stays selectable; pure scans do not become editable text automatically.
